The PLU contains the same information as the "normal" LU. So, the PLU give the cell location info. even though it has not changes the LA.

PS:

Different operators can set there own setting for PLU but it is a matter of hours (e.g. number of 6 minutes periods).

The PLU or as it actually is called T3212 will trigger a counter in the mobile and this is stored in the RAM.
